Council to evaluate coastal management agreement and overlay expansion

Gulf Shores, Ala. — (GSN) — Gulf Shores elected leaders are scheduled to meet this afternoon for the City Council Work Session. City officials will discuss and evaluate several departmental items and public permit applications. Agenda items include municipal contract renewals, local land-use requests, and commercial applications. Members of the community can expect reports and updates from city departments and leadership throughout the session.


At 4:00 PM on August 3, 2026, the Building Department will present a contract renewal with the Alabama Department of Environmental Management (ADEM) for the Alabama Coastal Area Management Plan.


The purpose of ACAMP is to balance economic growth with the need for preservation of Alabama’s coastal resources for future generations. The program promotes wise management of the cultural and natural resources of the state’s coastal areas and fosters efforts to ensure the long-term ecological and economic productivity of coastal Alabama. ACAMP is implemented in the legislatively defined Alabama Coastal Area.


The Planning and Zoning Department will present two items for council evaluation:

  • An expansion of the Walking Area Overlay District (ZTA25-10).
  • A pre-zoning and annexation request (ZA26-26) for Oak Place, located at 18789 Oak Rd West.


In addition, the council will consider the following matters:

  • Opening discussions during the Councilmember Discussion Period led by Councilwoman Jennifer Guthrie.
  • An ABC state confirmation and liquor license application for The Salty Whisker, LLC (D/B/A The Salty Whisker).
  • Large Group Activity Permit applications for both the Bloody Mary 5K and the 53rd Annual National Shrimp Festival.
  • Operational updates from the Mayor.
