Gulf Shores Council To Consider New Liquor License, Parking Rules And More

City council meeting set to take place on Monday @ 4pm

Gulf Shores leaders will take up a full slate of city business at their next regular meeting. The agenda covers public event permits, zoning changes, new licenses, and budget matters. Public safety coordination and court dates are also on the list. Residents will have time to speak on items not listed.


The meeting is scheduled for today, Monday, September 22, at 4 p.m. The session will open with an invocation by Pastor Jim Kinder of Orange Beach Church, followed by the Pledge of Allegiance and roll call. Council will consider approval of minutes from the September 8 regular meeting and the September 15 work session. Expense vouchers are also up for approval.


City staff will present the Junior City Council. Three public assembly permit requests are on deck. They include the 52nd Annual National Shrimp Festival, the Skippin & Sippin 5K and Fun Run, and the GSMS Dolphin Dash 5K. Each request will be reviewed in the “Petitions, Requests and Communications” section.


A public hearing will focus on two land use matters. One ordinance would amend the Code of Ordinances to update parking rules in the Waterway Village Overlay District. Another ordinance would amend the planned unit development for Bon Secour Village. Both items invite public comment before council action.


Two alcohol license applications are listed for consideration. LuLu’s Grab & Go (inside airport terminal) seeks approval, as does El Rey Mexican Restaurant. The agenda includes application packets and a summary for council review. If granted, the licenses would authorize sales under city and state guidelines.


New business features several high-impact items. A resolution would authorize a proposal with Volkert for Phase 2 of an ATRP project tied to State Route 59 improvements. Another resolution would approve an interoperability agreement with Baldwin County agencies to support police and fire communications. Both aim to improve mobility and public safety.


Council will also set 2026 Gulf Shores Municipal Court dates by resolution. A separate resolution would adopt Budget Amendment 1 for 2025 to align spending with current priorities. Another resolution would accept the City of Gulf Shores 2024 financial audit. These actions keep court operations and city finances on schedule and in compliance.


The council will vote on participation in the state's vape product excise tax.


The agenda reserves time for committee reports and staff reports. Residents not listed on the formal agenda can address the council during the hearing of persons portion. The meeting will conclude with adjournment after all items are considered. The full agenda and backup documents are posted for public review.
