New Roadway Aims to Ease Foley Congestion

The Juniper Street extension is now open providing a new route for north-south traffic through south Foley from U.S. 98 to Alabama 59.


The new road joins Alabama 59 at the intersection of Baldwin County 20 South.


The extension will improve access in an area where more commercial development is taking place. Construction is underway on at least two new hotels as well as other projects near South Juniper Street.


The road also provides access to the Tanger Outlet on the east side as well as several other businesses in the area. 

Work began on the project in 2022. McElhenny Construction received the contract for the project after the City Council accepted its bid of $4.53 million.


Completion was delayed by supply chain issues, particularly the availability of the mast arms to support the new signal lights at the intersection of Alabama 59 and Baldwin County 20 South. That phase of the project, on the state highway, was under the administration of the Alabama Department of Transportation.


Those lights were in place by the beginning of May. The final phase of the project consisted of completing the paving and striping the roadway.


In addition to the construction of the roadway and the installation of new mast arms, mast arm poles and signal heads, the project also included new sidewalks on both sides of Juniper and curbs, gutters, a transition curb and the milling of transitions for the new paving.


The project also included the realignment of the intersection of Juniper Street and Miflin Road, Baldwin County 20.

The Juniper Street extension is one of several Foley projects intended to create alternative routes to Alabama 59 for drivers going north or south through the city.


Foley completed the South Pecan Street extension providing access from U.S. 98 to Pride Drive earlier in 2024. The North Pecan Street extension, providing access from the Foley Beach Express to East Fern Avenue, opened in November 2023.


The city and ALDOT are also working on intersection improvements at the junction of Alabama 59 and Baldwin County 12. That project is now scheduled to go out to bid in September. 


The city and ALDOT are also working to widen and repave the Foley Beach Express. The expressway will be turned over to the state when the project is completed.
