Gulf Shores, Ala. — (GSN) — The City of Gulf Shores recently convened a special City Council work session to discuss a conceptual incentive strategy aimed at guiding future economic development and enhancing community assets. The session served as a public forum for officials to present draft programs and solicit critical community feedback, emphasizing that the initiative remains a work in progress rather than a finalized plan.


The discussion was framed by resident feedback, particularly from the 2024 biannual resident satisfaction survey, which identified improvements in quality of community and economic development as a top priority. City officials highlighted that while there is a strong desire for revitalization, satisfaction with the redevelopment of underutilized properties and the quality of new commercial development remains low.


To address these concerns, the proposed incentive framework aims to:

  • Encourage High-Quality Investment: Prioritize development that enhances the local character, such as chef-driven restaurants, boutique retail, and entertainment-focused uses, rather than relying solely on national chains.
  • Enhance Walkability: Promote pedestrian-friendly environments in districts like the Waterway Village and the Beach Walking District by encouraging designs that move away from ground-floor parking.
  • Manage Density: Use incentives as a tool to encourage the reduction of building heights in beach areas, potentially restricting new projects to 12 stories to preserve small-town character.
  • Revitalize Underutilized Properties: Provide a structured, performance-based mechanism to help close financial gaps for developers willing to tackle difficult redevelopment projects.


A core principle of the proposed strategy is that it is strictly performance-based. No incentives would be guaranteed; rather, they would be determined on a project-by-project basis, evaluated by a staff committee before proceeding to the Finance Committee and City Council for negotiation.
