Gulf Shores, Ala. — (GSN) — The Gulf Shores City Council held a work session addressing several critical municipal topics, with major focus centered on proposed overhauls to the city's beach parking and registration system. Temporary Chair Jason Dyken presided over the meeting in the absence of both the mayor and mayor pro tem.

Transitioning to License Plate Recognition

A central proposal delivered by Chief Netemeyer involves phasing out physical hurricane re-stickers for resident parking by January 1, 2026. Instead, the city plans to adopt a license plate exemption model enforced through third-party vendors and automated license plate readers. Under this system, resident exemptions will be tied directly to vehicle license plates and valid for two years. To support enforcement, new ordinance provisions would mandate pulling into beach parking spaces forward rather than backing in, along with establishing formal fees for vehicle boot removals.

Registration Accessibility & Objectives

To ease the transition, the city aims to offer multiple registration channels. Residents will be able to upload driver’s licenses and vehicle details through a digital portal, register in person at the Justice Center, or utilize a mobile command bus at neighborhood events. The primary goal of the initiative is ensuring local residents maintain exclusive access to resident parking areas and receive full parking fee exemptions across the city. Council members highlighted that unauthorized parking by non-residents has been a persistent issue, citing roughly 2,500 parking tickets issued as of March.

Public Feedback and Residency Debates

The meeting generated significant public discussion regarding qualification criteria. Currently, resident exemptions require a local driver's license or vehicle registration. Part-time residents and non-resident property owners voiced concerns, requesting concessions or alternative verification methods—such as tax records or utility bills—so they can access resident parking without paying daily fees. City officials reiterated that while the policy aims to target full-time residents, the work session structure is designed to gather community feedback before finalizing any ordinance amendments.

Other Council Matters

In addition to parking regulations, the council discussed several key municipal investments and plans:

• Police Equipment: Proposals were presented for a Faro 3D camera system ($75,300) for crash and crime scene mapping, and an MVB 3x vehicle barrier system ($205,000) for event security.
• Kids Park Reconstruction: Updates were shared on a hybrid surfacing design combining artificial turf and engineered wood fiber, with construction planned for early 2027.
• Winter Entertainment Series: Celebrating its 40th anniversary, the series is transitioning to the new Performing Arts Center.
