Foley, Ala. – (GSN) – Looking to improve the city’s municipal campus, Foley is seeking requests for proposals for consulting firms to develop a master plan for the campus. The area for study is east of McKenzie Street, south of Section Avenue, west of Juniper and north of Myrtle Avenue. This includes the old National Armory building north of city hall, which the city received in exchange for land in the Foley Industrial Park for the building of the new super armory. See related story: Foley Approves $1.88M Plan for Armory Renovation

The council will discuss the proposal at a joint regular/work session at 4 p.m. on March 2 in council chambers at City Hall. The council will have a special session at 3 p.m. to consider a resolution accepting the audit report for fiscal year 2025, which ended on Sept. 30.

“The goal of the project is to establish a cohesive, functional, and visually unified municipal campus that supports efficient city operations, enhances public access and aligns with Foley’s long-term vision, values, and growth objectives,” the proposal states. “This planning effort is intended to evaluate existing conditions and guide future decisions regarding new construction, renovation, demolition, future acquisition needs, and potential reuse of City assets.”

During the joint regular/work session, the council will also discuss:

• A public hearing to declare four properties around town as public nuisances because of junk and weeds. The council will consider ordering cleanup at these sites at the owners’ expense. The addresses are 635 E. Gate Circle, 13125 Dale Lane in the Parkside Subdivision, the entrance to Crown Walk Subdivision on South Hickory Street and 1608 S. Oak St. The council will also consider resolutions to allow city employees to enter the Gate Circle, Dale Lan and Crown Walk properties to clean them up.
• Giving a “Quality in Construction” award to Wiregrass Construction for work on improvements to the Foley Beach Express from State Route 59 to County Road 12.
• Presentation marking the 2026 Arbor Day book donations.
• A request from the Hickory Bend homeowner’s association to make the speed limit in the subdivision 20 mph.
• Authorizing a lease to the NAPA Auto Parts of city property at 205 S. McKenzie Street to use as storage to support the retail store next door. The lease is for $100 a month for five years.
• Accepting for city maintenance the public rights-of-way and infrastructure in Riverside at Arbor Walk phase three.
• Accepting a right-of-way easement at West Fern Avenue and State Route 59 access points for drainage improvements.
• Going to bid to buy a Ford 550 truck for an estimated $75,000 for the Parks and Recreation Department to replace a 2008 Ford F550.
• Waiving fees for the use of Heritage Park for the 54th Annual Art in the Park on May 8-11.
• A resolution rescheduling a council meeting due to a lack of a quorum. The agenda didn’t state which meeting was being rescheduled.
• Amending the pay classification plan in the Parks and Recreation Department.
• A request to approve the installation of a new streetlight on John Arthur Drive in the Amelia Woods Subdivision.
• Authorizing a sponsorship contribution to the Baldwin County District Attorney’s Foundation in support of the Paddles for a Purpose Pickleball Tournament. Sponsorships are available from $2,500 to $100, but the agenda didn’t say which the city would be providing.
• Waiving fees for the use of Heritage Park for Calvary Chapel to have a Prayer Changes Things event on April 11 from noon to 4 p.m.
