Orange Beach Planning Commission Meeting Agenda

Orange Beach Planning Commission

Orange Beach, Ala. — (GSN) — The Orange Beach Planning Commission is preparing to evaluate a series of development proposals, key zoning ordinance updates, and residential subdivision requests.

The commission will consider these items during a work session at 2:30 PM, followed by a regular meeting at 4:00 PM on Monday, Oct. 12, 2026, in the City Council Chamber at City Hall, located at 4099 Orange Beach Boulevard.

These discussions occur after the City of Orange Beach previously enacted a temporary development moratorium on multi-family residential projects and certain subdivisions to allow officials time to conduct infrastructure evaluations and update city land-use plans.

A primary highlight of the agenda is a request by Sawgrass Consulting LLC, on behalf of The Wharf Landing LLC, for Final Major Subdivision approval under Case No. 1001-SD-26. The project, titled The Villas of Margaritaville at Wharf Landing (formerly known as The Wharf Landing Villas PUD Subdivision), aims to subdivide Lot 3 of The Wharf Landing Phase 2 Subdivision into a gated residential community featuring 12 single-family lots. Located east of the Margaritaville Resort Waterfront District, the development is designed in accordance with The Wharf Landing Villas PUD Master Plan.Public Hearings & Text Amendments

During the public hearing portion of the meeting, commissioners will evaluate multiple Zoning Text Amendments submitted by the Community Development Department for recommendation to the City Council:

  • Case No. 1002-ZT-26 (Sign Regulations): Amendments to Article 15 of the Orange Beach Zoning Ordinance concerning citywide sign regulations.
  • Case No. 1003-ZT-26 (Planned Unit Development): Amendments to Article 7 regarding Planned Unit Development regulations.
  • Case No. 1004-ZT-26 (District Requirements): Amendments to Article 4 governing permitted uses, buffering requirements, and related district rules.

The commission will also hear two minor subdivision lot modification requests:

  • Case No. 1005-SD-26 (Cowan Plat #1): A request by Lucido Engineering & Surveying LLC, on behalf of Richard T. Cowan, for Preliminary and Final Minor Subdivision approval to modify the lot line between Lots 1 and 2 of The Walker Estate Subdivision at 4852 Caswell Lane in the Single-Family Residential (RS-1) district.
  • Case No. 1006-SD-26 (Everhart Division): A request by Lucido Engineering & Surveying LLC, on behalf of Marissa Everhart, for Preliminary and Final Minor Subdivision approval to adjust the lot line between Lots 2 and 3 at 4787 and 4799 Callaway Drive in the Marine Resort (MR) district.

Previously Deferred Items

Commissioners will review one previously deferred item from the Sept. 14, 2026 meeting:

  • Case No. 0802-CU-26 (Toy Chest Garage Condominium): A request by Robert Norris seeking a recommendation to the City Council for Conditional Use Approval to construct a climate-controlled, gated garage condominium facility containing six storage buildings and a clubhouse at 5616 Roscoe Road in the General Business (GB) district.
