The City of Foley paused during its most recent council meeting to honor the life and legacy of Councilman Richard “Dick” Dayton. Council members, city staff, family, and friends gathered to reflect on his unwavering commitment to the community. Dayton was known for his compassionate leadership, practical mindset, and tireless work ethic. His influence touched not just city government but also countless residents and neighbors.

He passed away on August 21, 2025.

A plaque and proclamation were presented to his wife, Judy, recognizing five years of dedicated public service. “I want you to know how special Mr. D. was to us,” Mayor Ralph Hellmich told Judy. “I don’t think words can express the loss that we have. He truly cared for all city employees. After his final council meeting, he told me that serving Foley was ‘the greatest job he ever had.’”

Councilman Dayton brought a lifetime of leadership experience to his role. After moving to Foley in 2013, he became a pillar of the Lake View Estates Property Owners Association, serving as president, vice president, and chairman of the architectural review committee overseeing neighborhood standards. He also dedicated time as a volunteer at South Baldwin Medical Center, and colleagues recall his habit of lending a hand whenever needed.

Elected to the council in 2020 to represent District 3, Dayton quickly earned a reputation for studying issues deeply, listening to residents, and helping teams solve complex city challenges. During his first term, he was awarded both Core and Advanced Certifications from the Alabama League of Municipalities, completing 50 credit hours toward Emeritus Certification—showcasing his commitment to professional growth and responsible governance.

With more than 30 years in franchise development, Dayton served as president of Sunbelt Business Brokers and FranNet Franchise Consultants, along with key leadership posts for Arby’s Restaurants and Matco Tools. He graduated from the University of Cincinnati with a science degree in marketing and accounting, earned an MBA from Regent University, and held industry credentials including Certified Business Intermediary and Certified Franchise Executive.

Beyond his professional and civic career, Dayton’s greatest pride was his family. He and Judy were married 58 years, raising two sons and celebrating two grandchildren. He had qualified for re-election in District 3 but withdrew due to health reasons shortly before his passing.

As Foley moves forward, city leaders emphasized that Dayton’s example—his practical mindset, kindness, and tireless work ethic—will continue to guide their work. The city extends its deepest condolences to Judy and the Dayton family, promising to honor Dick Dayton’s legacy of public service and community spirit.
