Foley’s city council discussed three projects looking to improve traffic and access on James Record Road, Chicago Street, the entrance to the Foley Industrial Park and Wilson Avenue and Equestrian Street work. On James Record Road, the council considered hiring Goodwyn, Mills and Cawood to complete a topography study on extending James Record south from Brinks Road to the city limits of Gulf Shores. That project is expected to cost about $16,000.

The council will met Nov. 17 at 4 p.m. in council chambers at city hall.

According to Daisha Barnes of the Engineering Department a “shift in the (right-of-way) causing an update in the design parameter and the proposal for the delineating of all water resources.”

On Chicago Street, the council considered paying $44,000 to JADE Consulting to design streetscape improvements. At the Foley Industrial Park, the city will pay Thompson Engineering $260,000 for field survey and design for two roads including a roundabout and two-lane access road from Doc McDuffie Road.

The project on Wilson Avenue and Equestrian Street is an addendum to the original contract but the city will now have to have federal water permitting as well as conduct cultural resources investigations for $28,000. Engineering is requesting to use money from impact fees for this part of the project.

During the joint regular work session, the council also discussed:

• A proclamation commending the work of the Fort Bowyer Chapter-National Society of the American Revolution serving in Foley for 70 years. Fort Bowyer was a small fort at the mouth of Mobile Bay and saw action in the War of 1812.
• Approve payment for goods and services for the month of October totaling $20.5 million.
• A report from Community Development showing 31 permits were issued for new family residences with a valuation of $9.8 million and two new commercial permits with a valuation of $1.2 million for the South Baldwin Literacy Council and Brett-Gaar for a commercial-residential permit.
• A report from the police department shows that in October 235 inmates were processed through the city jail for a 2025 total of 2,600. There were 12 arrests for shoplifting, 11 for simple assault non-family, four death investigations and one murder/manslaughter investigation. There were 32 arrests for controlled substances and officers were called out 2,363 times in October.
• A report showing in October the fire department was called out 40 times to assist EMS crews, 32 times to assist an invalid, 31 times for motor vehicle accidents without injuries, 17 times for motor vehicles with injuries and 24 times crews were called out 24 times and canceled en route. Fire crews were called out 233 times during October.
• A report showing tax collections in Foley in October including $3 million in sales taxes or about $10,000 less than in October 2024 and $113,000 less than budget projections. The city collected $121,786 in lodging taxes about $7,000 less than October 2024 and $15,000 less than budget projections.
• Setting public hearings for declaring weeds a nuisance at 1004 Summerton Drive, the common area in Parkside subdivision and at 19001 County Road 20.
• Accepting a $750 donation for digital signage at the new library from Jody Beth Meltop honoring her mother, Brenda Dombrowski.
