GOMESA Grants Open For Project Suggestions

GOMESA is a term many residents may not know but it is a big part of the Baldwin County budget for projects in the coastal area. In brief terms, GOMESA is the revenue sharing from gas and oil production leases in the Gulf waters. Four states; Alabama, Louisiana, Mississippi and Texas entered into the pact in 2006.


The Alabama Department of Conservation and Natural Resources (ADCNR) is now accepting suggestions for projects to be funded through the GOMESA grant program. This program is designed to support coastal restoration, protection, and infrastructure work. Community members are encouraged to take part by submitting ideas. The goal is to help protect Alabama’s coast and natural resources.

Suggestions must follow the required format and be sent to gomesa@dcnr.alabama.gov or delivered to 31115 Five Rivers Blvd, Spanish Fort, AL 36527. The deadline is June 10, 2025, at 5 p.m. Late entries may only be reviewed if time allows.

  1. Project Name
  2. Submitter Contact Information (including email and phone number)
  3. Project Location
  4. Project Description
  5. Justification (Provide an explanation of how the project is consistent with one or more of the Authorized Uses of GOMESA funding listed above.)
  6. Estimated Cost and Detailed Budget (If land acquisition proposal, state whether the land cost estimate was derived from an existing appraisal or an alternative method.)
  7. Goals and Objectives of the Project
  8. Project Schedule that Includes Key Milestones
  9. Cost Sharing/Leveraging (Describe cost sharing, in-kind services, or leveraging of resources, if any. Please note that GOMESA funding cannot be used as non-federal source match for federal funding.)
  10. Relationship to Other Efforts (Please describe the relationship, if any, to other existing programs, plans, or projects.)


Past GOMESA-Funded Projects in Baldwin County Include


Baldwin County has benefited from several GOMESA-funded projects aimed at enhancing coastal infrastructure and conservation efforts:​


  • The Launch at CR6: A new boat launch and park on the Bon Secour River, featuring boat ramps, a kayak launch, picnic areas, and walking trails.
  • Foley Nature Parks Expansion: Enhancements to nature parks in Foley to promote environmental education and recreation. ​
  • Fairhope Fly Creek Stream Restoration: A project aimed at restoring the natural flow and ecology of Fly Creek. ​
  • Daphne Bayfront Park Improvements: Upgrades to park facilities to improve public access and enjoyment. ​
  • Gulf State Park Enhancements: Improvements including new cabins on Lake Shelby and a rebuilt pier to boost tourism and conservation.
